The Telecom Ministry recently introduced the Telecom Bill 2023 in Parliament, which brought significant changes in various rules, especially those related to the issuance of mobile SIM cards. Strict measures and penalties are also included for not following the new rules.

Once implemented, individuals will not be able to purchase a SIM card from anyone, anywhere, without following these rules. Additionally, the government has directed the setting up of nodal agencies to resolve complaints of telecom companies and users related to their services.

Rules for getting a SIM card:
People will have to visit the store in person to get the new SIM card.
The new SIM card will be issued only when the individual undergoes biometric verification using their Aadhaar. For this, the store operator must have a biometric device.
To prevent fraud, users will be subjected to eye and hand scans before issuing SIM cards.
After completing these steps, an OTP will be sent to the mobile number linked to your Aadhaar.
Upon successful completion of all these processes, a new SIM card will be issued.

Penalty for violating the new rules:
Any telecom company or SIM-selling store failing to follow these rules will face strict action including penalties. The provision also includes a penalty for non-compliance. Telecom companies will now have to get permission from users before sending promotional messages. It is worth noting that these rules will come into effect soon and will also ban promotional calls.
