To curb fraudulent sales of SIM cards, the Department of Telecommunications (DoT) announced new rules for telecom operators in August this year. Initially, it was decided to implement the rules from October 1 but the enforcement of the rules was postponed by two months. Now the new rules will be applicable from December 1 and it is important for mobile phone users to know these rules to avoid any inconvenience. The new SIM card rules are part of a wider crackdown on SIM cards or phone numbers used for fraudulent activities. Take a look at the new rules here.

1. Individuals are allowed to purchase SIM cards in bulk only through commercial connections. General users can still get up to 9 SIM cards on one ID.

2. After closing a SIM card, the number will be applicable to another person only after a period of 90 days.

3. Customers purchasing a SIM card for their existing phone number will be required to submit their Aadhaar and demographic data.

4. According to the new rules, a fine of Rs 10 lakh will be imposed on telecom operators on the sale of SIM cards through unregistered dealers. As per the circular, all mobile connections activated through unregistered POS will need to be re-verified as per the existing instructions.

5. All existing PoS will also be required to submit documents and register by the end of November. The POS or retailer has to provide a Corporate Identification Number (CIN), Limited Liability Partnership Identification Number (LLPIN) or business license, Aadhaar or passport, PAN, Goods and Services Tax Registration Certificate etc. for registration.

6. If the PoS does not have CIN, LLPIN, Certificate of Incorporation, PAN and GST Certificate, he must submit an affidavit and these documents immediately after they are available. If a PoS submits fake documents then the telecom operators will have to block his ID and re-verify all the customers enrolled by the PoS.
