Financial Changes From November 1: The beginning of every new month brings with it several significant financial changes and deadlines. Similarly, starting November 1, 2026, several major rules are set to change in the country, affecting the general public, pensioners, taxpayers, and bank depositors.
While submitting a 'Life Certificate' will become mandatory to ensure the continued disbursement of pensions, the deadline for filing Income Tax Returns (ITR) for taxpayers whose accounts require an audit is also approaching. Furthermore, revisions to LPG cylinder prices and changes in interest rates for Fixed Deposits (FDs) will directly impact your pocket and monthly budget.
Let’s take a detailed look at these 5 key financial changes coming into effect from November 1, 2026:
1. Mandatory Submission of Life Certificate for Pensioners
To ensure the uninterrupted receipt of their pensions, all central and state government pensioners are required to submit a 'Life Certificate' (Jeevan Pramaan Patra) during the month of November each year.
For general pensioners, this submission window will remain open from November 1 to November 30, 2026. For senior citizens aged 80 years and above, however, this process has already commenced as of October 1.
How to submit: Pensioners can submit their Life Certificate through their bank branches, post offices, by generating a Digital Life Certificate (DLC) via digital platforms, or by utilizing the doorstep services provided by the India Post Department. Failure to submit the certificate on time may result in the suspension of pension payments.
2. Extended ITR Filing Deadline for Taxpayers Subject to Tax Audit
The government has provided an extension for filing Income Tax Returns (ITR) to taxpayers—including business owners and professionals—whose accounts are mandatorily subject to a tax audit. For the financial year 2025-26 (assessment year 2026-27), the deadline for this category of taxpayers has been extended from October 31 to November 21, 2026.
Who is eligible: This extension primarily applies to businesses (with a turnover exceeding ₹1 crore—up to ₹10 crore, subject to certain conditions) and professionals (with gross receipts exceeding ₹50 lakh) whose accounts are subject to a mandatory tax audit.
Rules for salaried employees: This deadline does not apply to salaried employees who file ITR-1 or ITR-2. Their original due date was July 31, 2026. If they have not yet filed their returns, they may still file a 'belated return' by December 31, 2026, subject to a late fee.
3. Review of LPG gas cylinder prices
Oil companies review the prices of liquefied petroleum gas (LPG) on the 1st of every month. New rates for commercial and domestic LPG cylinders may be announced on the morning of November 1, 2026. Given the fluctuations in international crude oil prices, adjustments to gas cylinder rates are likely—a change that will directly impact the kitchen budgets of households as well as the operating costs for restaurants and businesses.
4. Keep an eye on revisions to Fixed Deposit (FD) interest rates
With the onset of November, changes may also be seen in the interest rates offered by banks on fixed deposits. Following recent adjustments to the repo rate by the Reserve Bank of India (RBI), several major banks have increased their FD interest rates. For instance, ICICI Bank has increased interest rates on select fixed deposits (FDs), while Indian Bank has raised rates on its special 555-day and 777-day deposit schemes. Other banks may also announce their new FD interest rates starting November 1.
5. Important Steps for Households and Investors
Given these changes taking effect at the beginning of the month, the general public and investors should pay close attention to the following:
Pensioners should submit their digital life certificate as soon as possible, without waiting for the final deadline (November 30).
Taxpayers who fall under the audit category should complete their tax filings by November 21 to avoid penalties.
Customers looking to make new FD investments should compare the revised interest rates offered by various banks before locking in their funds.
