"Third World countries" are countries mostly in Africa, Asia, Latin America, and parts of Oceania. According to Trump, anti-migration measures will aim to significantly reduce illegal and troublesome populations, including those who entered without permission and through the illegal Autopen approval process. According to Trump, "only reverse migration can completely correct this situation."

Following the shooting near the White House, the US Citizenship and Immigration Services (USCIS) said it had ordered a "thorough, rigorous re-examination of every green card for every individual from every country of concern." These countries include Afghanistan, Myanmar, Burundi, Chad, Republic of the Congo, Cuba, Equatorial Guinea, Eritrea, Haiti, Iran, Laos, Libya, Sierra Leone, Somalia, Sudan, Togo, Turkmenistan, Venezuela, and Yemen. These are the same countries that Trump had imposed a travel ban on in a proclamation in June this year.
