A railway employees’ association has reportedly submitted a detailed proposal demanding a significant increase in minimum basic salary, multiple fitment factors, higher allowances, and major changes in retirement benefits for railway employees.
The proposal comes at a time when discussions surrounding the 8th Pay Commission are intensifying and various employee organizations are presenting their recommendations before the commission prepares its final report.
Railway Employees’ Association Submits Major Proposal
According to reports, the Indian Railway Technical Supervisors Association has submitted an extensive proposal related to salary structure reforms for railway employees.
The organization has reportedly demanded:
- A minimum basic salary of ₹52,600
- Multiple fitment factors based on employee level
- Increased allowances
- Changes in Dearness Allowance calculations
- Pension-related reforms
- Faster promotion structures
The association argues that employees working at different levels handle varying responsibilities, workloads, and technical expertise requirements. Because of this, it believes a single fitment formula should not apply equally to all categories of employees.
Proposal Includes Multiple Fitment Factors
One of the most significant recommendations in the proposal is the demand for different fitment factors across various pay levels.
According to the association’s suggestions:
- Levels 1–5: Fitment factor of 2.92
- Levels 9–12: Fitment factor of 3.80
- Levels 13–16: Fitment factor of 4.09
- Levels 17–18: Fitment factor of 4.38
The organization reportedly believes that employees in higher responsibility roles should receive proportionately higher salary revisions under the 8th Pay Commission structure.

- Enhancing leave encashment benefits up to 50%
The Old Pension Scheme remains one of the most debated topics among government employees, with many unions continuing to push for its restoration instead of the National Pension System (NPS).
