DBT Rules Change: Government Launches Digital Rupee-Based Benefit Transfer for Ration Scheme Beneficiaries

The government has taken a new step towards changing the way welfare benefits can be delivered digitally. A Central Bank Digital Currency (CBDC)-based Direct Benefit Transfer system has been launched for beneficiaries under the Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY) in selected Union Territories.

The initiative has initially been introduced in Chandigarh and Dadra & Nagar Haveli, according to the government announcement issued on August 14, 2026.

The move combines India's Direct Benefit Transfer infrastructure with the Reserve Bank of India's digital currency, commonly known as the Digital Rupee or e₹.

What Is the New CBDC-Based DBT System?

Under the traditional DBT system, eligible government benefits are generally transferred directly into beneficiaries' linked bank accounts.

The new initiative explores the use of India's Central Bank Digital Currency for delivering specified government benefits.

CBDC is digital money issued by the Reserve Bank of India. Unlike money held in an ordinary bank account or a private digital wallet, the Digital Rupee represents central bank money in electronic form.

PMGKAY Beneficiaries Included in the Initiative

The new CBDC-based DBT initiative has been introduced in connection with the Pradhan Mantri Garib Kalyan Anna Yojana.

PMGKAY provides foodgrain support to eligible beneficiaries under the government's food-security framework.

The new system is intended to explore how digital currency technology can be integrated with government benefit delivery.

Is the New System Available Across India?

No. Beneficiaries should note that the initiative has initially been launched in Chandigarh and Dadra & Nagar Haveli.

This does not mean that all PMGKAY beneficiaries across India will immediately start receiving benefits through the Digital Rupee.

People should therefore continue following the existing process applicable in their state or Union Territory unless they receive an official notification about a change.

What Is the Digital Rupee?

The Digital Rupee, also known as e₹, is India's Central Bank Digital Currency.

Although people may already use UPI, mobile banking and digital wallets for payments, CBDC works differently. UPI essentially facilitates the movement of money held in bank accounts, while the Digital Rupee itself is a digital form of sovereign currency issued by the central bank.

CBDC can be stored and used through supported digital wallets and infrastructure.

Why Could Digital Rupee-Based DBT Be Important?

India already operates one of the world's largest Direct Benefit Transfer systems, covering numerous government subsidies and welfare programmes.

Integrating CBDC with DBT could potentially create another mechanism for delivering government benefits digitally.

The pilot can also help authorities understand how digital currency can work in large-scale welfare programmes before considering any broader implementation.

Beneficiaries Should Be Careful About Fraud

Whenever a new government benefit or digital-payment system is introduced, scammers may attempt to misuse the announcement.

PMGKAY beneficiaries should be particularly careful about calls, WhatsApp messages or SMS claiming that their ration benefits will stop unless they immediately activate a "Digital Rupee account."

Never share your OTP, ATM PIN, UPI PIN, Aadhaar OTP or banking password with anyone.

Similarly, don't install an unknown application or click an unfamiliar link simply because someone claims it is necessary to receive government benefits.

Do You Need to Change Your Bank Account?

Beneficiaries outside the areas covered by the initiative should not make unnecessary changes to their existing bank accounts or DBT arrangements merely because of the announcement.

The CBDC-based system is currently being introduced in selected locations.

If the programme is expanded in the future, beneficiaries should rely on notifications issued by the government, their local administration, authorised banks or other official channels.

What Beneficiaries Should Do Now

PMGKAY beneficiaries should make sure that their ration-card and other required beneficiary details remain updated.

Those living in Chandigarh or Dadra & Nagar Haveli should follow instructions issued by the local administration regarding the new CBDC-based benefit-transfer mechanism.

For beneficiaries elsewhere in India, the existing system continues unless an official change is communicated.

The introduction of Digital Rupee-based DBT represents another experiment in India's rapidly expanding digital public infrastructure. If the initiative proves successful, it could provide valuable insights into how CBDC technology might be used for government welfare delivery on a larger scale in the future.
