8th Pay Commission: Important Update on Formation of the 8th Pay Commission, Key Work Scheduled for June

8th Pay Commission News: A significant update has come for central government employees and pensioners. The employee side of the National Council (JCM) has started preparing the memorandum to be submitted to the 8th Central Pay Commission.

The extended meeting of JCM's permanent committee was held on April 22, where discussions took place on major issues related to central government employees. These issues include minimum wage, pay scales, fitment factor, allowances, promotion policy, and pensionary benefits.

Formation of Drafting Committee, Suggestions Requested from All Organizations

A drafting committee has been formed to prepare the memorandum, and it includes representatives from various major employee organizations:

  • All India Railwaymen’s Federation (AIRF)

  • National Federation of Indian Railwaymen (NFIR)

  • AIDEF, INDWF, BPMS, CDRA, ITEF, and Audit and Accounts Organization.

Each organization has been asked to submit the names of their representatives by April 30, 2025. The committee is scheduled to meet in June to finalize the memorandum after consulting all the component organizations.

Shiv Gopal Mishra, Secretary of the JCM Employee Side, has urged all organizations to send their suggestions in PDF and Word format by May 20, 2025, so that they can be included in the memorandum.

Government Accelerates 8th Pay Commission Process

On the other hand, the government has expedited the process of setting up the 8th Pay Commission. The Department of Expenditure under the Ministry of Finance issued a circular on April 17, 2025, stating that 35 positions in the Commission will be filled on deputation. These positions include Directors, Deputy Secretaries, and Under Secretaries, and will be filled from the Central Secretariat Services.

These appointments will be made from the date of the establishment of the Commission until the end of its tenure. The application process is open-ended, meaning applications will be accepted until all positions are filled.

Formal Formation of the Commission Yet to Be Announced

According to reports, the government has not yet made an official announcement regarding the formal formation of the Commission and its Terms of Reference. However, internal meetings and appointments suggest that the foundation of the Commission has been laid, and it may begin its work in the coming months.

Once the 8th Pay Commission becomes fully operational, it will review the pay structure and service conditions of around 50 lakh central government employees and 60 lakh pensioners. This will improve their financial conditions and service benefits, directly benefiting millions of families.
