In a significant move aimed at preserving religious sanctity and curbing communal tensions, the Punjab Cabinet led by Chief Minister Bhagwant Mann has approved the draft of the Punjab Prevention of Offences Against Holy Scripture(s) Act, 2025. The proposed law provides for stringent punishment for acts of sacrilege, including a minimum of 10 years imprisonment, which may extend up to life imprisonment for the desecration of any religious scripture.

The draft legislation was presented during a special session of the state assembly and is being hailed as a strong step toward addressing repeated incidents of sacrilege that have sparked unrest in Punjab over the years. According to the draft, even an attempt to desecrate or damage holy texts can invite 3 to 5 years of imprisonment. In cases where the accused is a minor, the law proposes that parents or guardians may also be held accountable, especially if they failed to control or guide the child appropriately.

The law has provisions extending beyond individual acts of desecration. If such an offense leads to communal riots, resulting in loss of life or damage to property, the punishment can be extended to 20 years or even natural life imprisonment, along with a monetary fine between ₹10 lakh and ₹20 lakh. Importantly, failure to pay the fine would result in denial of parole or furlough, thereby making the penalty even more rigorous.

Religious officials—including Granthis, Purohits, Maulvis, Pastors, and others—found guilty of committing or abetting acts under this law will be subject to the maximum punishment outlined for that category of offense. The draft also criminalizes obstructing or disturbing religious worship or ceremonies, as well as conspiring or inciting acts of sacrilege.

Chief Minister Bhagwant Mann had earlier indicated the intent to enact a strong anti-sacrilege law, stating that the government would consult with religious leaders and stakeholders before finalizing the draft. His government aims to address the growing concerns among religious communities over repeated sacrilegious acts, and to ensure harmony and respect among different faiths.

This legislation, once passed, is expected to have a profound impact on maintaining communal peace and upholding the sanctity of religious institutions and texts in Punjab. However, legal experts and civil society groups may continue to examine its implications, especially with regard to freedom of expression and parental accountability.
