CAPF: An order of the Home Ministry has become a cause of trouble for 11 lakh paramilitary personnel, allowances will be recovered

An order of the Union Home Ministry has become a cause of trouble for the paramilitary forces. If the CAPF i.e. CRPF, BSF, SSB, CISF, ITBP and Assam Rifles (AR) soldiers have received transport allowance irregularly, then it will now be recovered. Not only this, this recovery will be of the irregular transport allowance received from 1 September 2008 till now. If HRA has also been given to the recruits during training, then it should be told under which order it has been given. The responsibility of those officers should also be fixed under whose direction this has happened. What action has been taken against them, this will also have to be told in the report. 

The said orders have been issued under the office memorandum issued by the Police (Second) Division of the Union Home Ministry on July 17. Earlier on July 7, the MHA had issued an office memorandum regarding the admissibility of transport allowance and HRA to recruits in 'CRPF' and 'AR'. In this regard, it is stated here that a reply was given by the CRPF on behalf of all CAPFs and AR on 5 December 2023 and 22 October 2024. It was stated in it that the fact is in notice that transport allowance and HRA have been given to CAPF recruits. 

Due to all this, the Home Ministry has asked all CAPFs and ARs to ensure compliance with three things. First, ensure recovery of irregular transport allowance issued to CAPFs and ARs from 1 September 2008 till date. It has been told that transport allowance has been given to BSF, CRPF, CISF, ITBP and SSB from 1 September 2008 till date. Now its recovery should be done from 1 September 2008.  

Secondly, after analysing the reply given by CAPF, it has been found that HRA has also been provided to the recruits during training in CAPF. Now CAPF and AR have been asked that under which order has HRA been given to the recruits. Who is the authority on whose orders this has happened? 

Third, the Central Paramilitary Forces and Assam Rifles have been asked to fix the responsibility of those officers under whose subordinates irregular transport allowance has been given from 1 September 2008 till date. The Home Ministry should also be informed about the action taken against them.
