China’s military establishment has been shaken by a major development as two senior officers regarded as close confidants of President Xi Jinping have come under official investigation. The move is part of the Chinese Communist Party’s ongoing and aggressive anti-corruption campaign within the People’s Liberation Army (PLA).
The officers under scrutiny are Zhang Youxia, Vice Chairman of the Central Military Commission (CMC), and Liu Zhenli, Chief of Staff of the CMC’s Joint Staff Department. Both have been accused of serious violations of party discipline and law, according to China’s Ministry of Defense, although specific details of the allegations have not been made public.
Key Figures in Xi’s Inner Circle
At 75, Zhang Youxia is widely seen as President Xi’s most trusted military associate and one of the few top commanders with direct combat experience. As a member of the Communist Party’s Political Bureau and a vice chairman of the CMC, he holds immense influence within the PLA. An investigation into a figure of his stature highlights the extent to which Xi’s anti-graft drive has expanded.
Liu Zhenli, meanwhile, plays a critical role in operational planning and coordination as head of the Joint Staff Department, making his investigation equally significant for China’s military leadership.

The probes reflect Xi Jinping’s long-running effort to root out corruption and reinforce absolute loyalty to the Communist Party within the armed forces. Since taking power, Xi has repeatedly emphasized that corruption undermines combat readiness and threatens party control over the military.
