The central government and pensioners have high hopes for the Eighth Pay Commission. Meetings with employee unions concluded in Mumbai on October 22nd and 23rd. Demands for reforms on key issues such as the fitment factor, basic pay, dearness allowance (DA), and dearness relief (DR) were raised. Employees are now focused on the role the Pay Commission will play in addressing these demands.
Will DA be added to the basic salary?
In order to ensure a fair correction in employee salaries in light of rising inflation, some employee organizations have demanded that dearness allowance be integrated into the basic salary. The Federation of National Postal Organizations (FNPO) has proposed integrating DA into the basic salary if it exceeds 25 percent.
However, this is a demand of employee unions. The Eighth Pay Commission has not yet made a final decision on this issue, but there has been no official announcement.
What happened in the last pay commission?
Fifth Pay Commission – Recommended converting DA into "dearness pay" when the Consumer Price Index (CPI) increases by 50% over the base index. This amount was considered for various purposes, including post-retirement benefits.
Sixth Pay Commission – The proposal to merge DA with basic pay at a certain stage was rejected. Emphasis was placed on a system of periodically adjusting allowances based on inflation.
The Seventh Pay Commission recommended retaining the existing method of calculating DA, believing it to be effective.
Pensioners also have an important demand:
The Bharat Pensioners Society has demanded that Dearness Allowance (DR) be checked every three months instead of every six months. It has also proposed merging DR with the basic pension after a certain threshold is reached. Furthermore, it has demanded a review of the method used to calculate the All India Consumer Price Index for Industrial Workers (AICPI-IW).
Meanwhile, the Eighth Pay Commission has not yet issued a final decision on the DA merger, fitment factor, and salary increases. Therefore, employees and pensioners will have to wait for an official aCnouncement.
