The Department of Telecommunications (DoT) has directed messaging and communication apps to comply with new SIM- binding rules. The new rules will come into effect on January 1, 2027. Under these rules, messaging apps will be required to implement SIM-based login verification. This is intended to link a user's account to the active SIM card associated with their registered Indian mobile number. DoT says this decision was taken to prevent online scams.
SIM Binding Rules for Messaging Apps
DoT had issued SIM Binding Instructions on November 28, 2025, under the Telecom Cyber Security Rules, 2024. The government made this order public through the Press Information Bureau (PIB) on December 1, 2025. Initially, 90 days were given to implement this rule. However, the government has extended the deadline to December 31, 2026. Initially, this rule was issued for WhatsApp, Telegram, Snapchat, Aratai, ShareChat, Josh, JioChat and Signal apps. This rule will be issued for apps that provide communication services and use Indian mobile numbers to identify users and provide services to them.
What is SIM binding rule?
Under the SIM Binding Rule, messaging apps must be linked to the active SIM card associated with the user's registered Indian mobile number. If the SIM card is removed from the phone or the SIM card is not active, the app will not work on that device. This means that removing the SIM card from the device will cause the app to shut down and you will be unable to use it.
According to the information received, a tracker feature will be released on WhatsApp. This will check whether your phone has a SIM or not. These new rules being issued may affect those people who often remove their SIM card and switch to another phone. The government says that these rules will help in preventing digital scams. Also, new rules will be issued for the web version as well. If a user is using the web version of the app, then there is an important update for him. Earlier, while using the web version, there was a need to log in again after a certain time. However, now the government has decided to implement risk-based rules.
