Meetings of the Eighth Pay Commission are currently underway. After meeting in Chennai on September 7th and 8th, the Commission is meeting all day on September 9th in Puducherry. These meetings are determining the direction of changes to salaries, pensions, and allowances for government employees and pensioners. Meanwhile, the Retired Employees Welfare Association, or REWA, a major pensioners' organization, has demanded changes to the Eighth Pay Commission's Terms of Reference.

The organization is demanding that the government clearly state that the Eighth Pay Commission recommendations will include pension revisions for all pensioners and family pensioners who retired before January 1, 2026. What is the matter?

Why the confusion regarding 69 lakh pensioners?

According to REWA, approximately 6.9 million pensioners and family pensioners are confused about whether the 8th Pay Commission will recommend any revisions to their pensions and family pensions. The organization's primary concern is point 2E of the 8th Pay Commission's ToR. This relates to the review of employees' death-cum-retirement gratuity and pension structure. It also mentions NPS, UPS, and non-NPS pensions.

According to REWA, it does not explicitly mention pensioners and family pensioners who retired before January 1, 2026. This has raised questions among pensioners about whether senior pensioners' pensions will benefit from this revision.

What happened in the last pay commission?

The Pensioners Association also cited the TORs of previous pay commissions in support of its demand. According to REWA, the 7th Pay Commission's Terms of Reference clearly mentioned the revision of retirement benefits and pre-retirement pensions. The 5th and 6th Pay Commissions' Terms of Reference also mentioned pensioners and family pensioners. Based on this comparison, the organization requires complete details in the 8th Pay Commission's Terms of Reference.

REWA says it previously sought clarification from the Finance Minister
and Finance Secretary on this issue, but according to the organization, it has not yet received a clear answer. This has led to increased discussion on the issue among pensioners' organizations and various concerns are being expressed on social media.

What is the demand for writing a letter to the Prime Minister?

In a letter sent to the Prime Minister on September 7, REWA urged the government to clearly revise the 8th Pay Commission's Terms of Reference. The organization clarified that the Terms of Reference should clearly state that the Commission will recommend changes to pensions and family pensions for all pensioners and family pensioners who retired before January 1, 2026. REWA also requested the government to issue a press release or official statement to provide clarity until the Terms of Reference are formally amended.

What's the biggest question right now?
Currently, the controversy is more about whether the current Terms of Reference of the Eighth Pay Commission explicitly include old pensioners than whether pensions will be increased. Therefore, pensioners are eagerly awaiting further clarification from the government and the Eighth Pay Commission's recommendations.
