Election Commission (ECI) announced second phase of Special Intensive Revision (SIR) of voter rolls in 12 states on Monday. Chief Election Commissioner Gyanesh Kumar said the process aims to include every eligible voter in the list and remove wrong entries.

ECI SIR Phase 2: Election Commission of India (ECI) held a press conference on Monday, Oct. 27, announcing the second phase of Special Intensive Revision, or SIR, of voter rolls in 12 states of the country. Chief Election Commissioner Gyanesh Kumar, while addressing the media along with other officials, said that political parties have raised questions on the accuracy and quality of the voter list several times, after which the Commission has decided to take this step.

In which states SIR will be held

Election Commission reported SIR Phase 2 will be done in total 12 states. These include Chhattisgarh, Goa, Gujarat, Kerala, Lakshadweep, Madhya Pradesh, Puducherry, Rajasthan, Tamil Nadu, Uttar Pradesh, West Bengal and Andaman and Nicobar.

Be in the eligible voter list

Gyanesh Kumar said the Election Commission's objective is to ensure that the name of every eligible citizen is entered correctly in the voter list and no person's name is added or removed by mistake. He said, the main objective of “SIR is to ensure that every eligible voter gets the right to vote and no citizen is deprived of the opportunity to vote.”

Discussion with officials of all states and union territories

Chief Election Commissioner reported that Commission has met with election officials of all 36 states and union territories in the country, to implement the process of SIR in a transparent and effective manner. Praising the voters of Bihar, he said, “I wish the 7.5 crore voters of Bihar all the best and salute them for participating in their successful SIR.” Gyanesh Kumar also pointed out that this SIR exercise currently underway is ninth since independence. Last time such comprehensive revision was done between 2002 and 2004.

Voter list frozen from tonight, new form will be available

Chief Election Commissioner reported voter lists in 12 states where this special revision will be done will be frozen starting 12pm tonight. After this, every voter will be given a special enrollment form, which will contain his personal information, all the information related to the constituency and polling station. Commission has directed all Chief Electoral Officers and District Election Officers to meet all political parties within next two days and inform them about the entire process of SIR.

New process of training and form filling

Gyanesh Kumar told training of polling personnel for second phase of SIR will start from Tuesday, Oct. 28. Booth level officers (BLOs) will visit every house three times, to ensure no eligible voters are left out, he said. Voters who've migrated to another place can now submit their enumeration form online, too. Commission explained this new form will be made available with pre-filled information such as name, constituency, booth number and old photo.

Chief Election Commissioner appealed, “We request all voters to put new colored recent photos in their forms, so that identity mistakes can be removed.” Also, voters' Aadhaar number will be taken during SIR process, making voter list more accurate and updated.
